Is a plan that focuses on strategies to help students be responsible…?

The same as a classroom management plan?
I am asking because I have to write an original plan to help students be more responsible and was just wondering if the outline is the same as that of a classroom management plan or if its different. If it is different is there any websites where I can get information so I can make one?

any classroom management strategies that REALLY WORK?

traditional setup, 25 students, about 10 of them are the “regular” rule breakers

as children– they talk, act as their favorite cartoon characters, wander around or pick a fight with someone while the i am talking/introducing a concept. No matter how nice i tell them to behave or how firm i try to be.. they still disobey. is there ANY technique/reward system/activity/etc. that helps lessen this classroom mess? most of them are not interested with the star stamp on their hand if they behave, and i can’t afford to spend for tangible rewards.. isolating a student is also ineffective.
i don’t have aides or volunteers…

What are some good strategies for primary classroom management?

Most of my clincal experience has been with infants, toddlers, and preschoolers but I have to student teach in a 3rd grade this coming fall. My concern is how to keep them focused and not get out of control. The management and transition methods (singing songs, using chants, hand claps, etc.) that I use with younger kids probably won’t work with 3rd graders. How do you connect with them? How do you get them to be quiet and focus?
